The England international only signed a long-term deal with the Hammers last year but this has not ceased the speculation regarding his future with the east London side.
According to Goal.com, the Red Devils have identified Rice as the priority target to bolster the midfield and they are prepared to come up with an offer worth £80m to prise him away from the Hammers.
It is added that the Mancunian giants will initially make the move at the turn of the year but they are prepared to wait until next summer, should the Hammers reject a mid-season transfer.
Rice, who has come through the Hammers academy, has racked nearly 85 appearances. He has also cemented his spot as a regular for the Three Lions since March 2019.

The 22-year-old, who has also been linked with Manchester City and Chelsea, has made close to 100 appearances for the Foxes since his debut during the 2015/16 season.
According to The Manchester Evening News, the Red Devils are said to hold a keen interest in signing the England international with Luke Shaw yet to establish himself as the first-choice left-back.
Shaw managed to stay injury free for most of the previous season where he was named the club’s Player of the Year but that has not been the case this term.
The former Southampton graduate has already missed nine games this season with a hamstring problem and reports indicate that his time with the club could be coming to an end.
Aside from Chilwell, the Red Devils are also said to hold an interest in compatriot James Maddison and a double swoop could be on the cards next year.

The 23-year-old has been with Les Gones since the summer of 2018 and he has made a good impact with 26 goals across all competitions.
According to Football Insider, the former Fulham youngster is contemplating his options for the future and he would welcome a second stint in England.
Dembele has already netted six goals during the current campaign but there have been many occasions where he has been called upon off the bench.
His situation could change with Rudi Garcia recently taking charge at Les Gones but he nonetheless appears keen on pursuing a bigger challenge.
United have been linked with a move for Dembele since the summer but they may have to wait until the end of the season to land his services.
Apart from the Red Devils, Chelsea have also been credited with an interest in the past but it is unclear whether they will make a future transfer approach.

Ole Gunnar Solskjaer‘s side were linked with the likes of Bruno Fernandes and Sean Longstaff during the summer transfer window but they failed to pursue a single midfielder before the deadline.
According to The Mirror, the Red Devils are likely to go on a mid-season spending spree following their slow beginning to the campaign which sees them in the 12th spot.
It is added that a central midfielder remains one of their prime priorities and Rice has been earmarked as the main target ahead of the winter transfer window.
Rice was previously valued at around £50m but reports suggest that the Red Devils may need to offer at least £70m in order to tempt the Hammers into a mid-season sale.
Rice has not missed a single minute of the Hammers’ Premier League campaign this term and he has also emerged into a key performer for the England national side.

Wenger was replaced by Unai Emery in 2018 after a long search to find a successor for the Frenchman. The move came as a surprise for many, and Arsene Wenger admits that he misses the day to day toil of Premier League management.
“I’m an Arsenal man and after that I’m a professional. I can’t stop working,” said Wenger.
“I decided to move out of the Premier League because I am too linked with Arsenal. I had opportunities to work in England but I turned them down.
“I don’t want to tell you [which clubs] because there are people in charge and it would unfair to them.
“The hunger to play football, win games, I play charity games still. The hunger is completely there, I don’t think you lose the desire to win and that bitterness when you lose a football game.”
